1. What is GST Registration under Rule 14A?
Rule 14A of the CGST Rules provides an optional simplified registration mechanism for eligible persons seeking registration under GST.
A person may opt for registration under Rule 14A where the output tax liability on supplies made to registered persons does not exceed ₹2.5 lakh per month.
The facility is optional. Accordingly, an eligible applicant may either:
- apply for registration under the normal registration procedure; or
- opt for registration under Rule 14A, subject to satisfaction of the prescribed conditions.
The simplified registration mechanism is particularly relevant for small businesses and new enterprises having limited business-to-business (B2B) output tax liability.
2. Eligibility for Registration under Rule 14A
A person seeking registration under Rule 14A must satisfy the prescribed conditions.
The principal conditions include:
- The monthly output tax liability on supplies made to registered persons should not exceed ₹2.5 lakh;
- The applicant must undergo Aadhaar authentication in the prescribed manner;
- The applicant must comply with the restrictions relating to the number of registrations permitted under Rule 14A which tends to be One registration per State/UT; and
- The applicant must satisfy the other conditions and procedural requirements prescribed under the CGST Rules.
Registration under Rule 14A is not automatic merely because the applicant's tax liability is below the prescribed monetary limit.
The applicant must specifically exercise the option and comply with the applicable authentication and registration requirements.
3. Meaning of the ₹2.5 Lakh Limit
The monetary threshold prescribed under Rule 14A is based on the monthly output tax liability on supplies made to registered persons.
This distinction is important.
The eligibility limit is not based upon:
- Aggregate turnover of the applicant;
- Value of taxable supplies;
- Total B2B turnover;
- Total GST liability of the applicant; or
- Balance available in the Electronic Credit Ledger.
Accordingly, the relevant parameter is the amount of output tax liability arising from supplies made to registered persons during a month.
Example
Suppose a business has the following transactions during a month:

Since the output tax liability on supplies made to registered persons is ₹1,80,000, which does not exceed ₹2.5 lakh, the applicant may satisfy the monetary eligibility condition prescribed under Rule 14A, subject to fulfilment of the other conditions.
However, if the monthly output tax liability on B2B supplies exceeds ₹2.5 lakh, the applicant would not satisfy the prescribed monetary condition.
4. Aadhaar Authentication is Mandatory
Aadhaar authentication is an important condition for obtaining registration under Rule 14A.
The applicant is required to undergo Aadhaar authentication in the prescribed manner while applying for GST Registration.
Applicants should ensure that the details furnished in the GST registration application are consistent with the information available in Aadhaar, PAN and other government databases.
5. Registration Procedure under Rule 14A
An eligible applicant may exercise the option for registration under Rule 14A while submitting the GST registration application.
The broad procedure is as follows:
- Submit the GST registration application electronically in Form GST REG-01;
- Exercise the option to obtain registration under Rule 14A;
- Furnish the prescribed particulars and documents;
- Complete Aadhaar authentication of the prescribed persons;
- Complete the applicable verification requirements;
- The application is processed electronically in accordance with the prescribed procedure; and
- GST registration is granted upon successful completion of the prescribed requirements.
The simplified mechanism is intended to facilitate faster processing of registration applications for eligible taxpayers.
6. Time Limit for Grant of Registration
Where an eligible applicant opts for registration under Rule 14A and successfully completes the prescribed Aadhaar authentication requirements, registration may be granted through the automated registration process within 3 working days from generation of ARN.
Post-Registration Verification
Obtaining registration through a simplified mechanism does not restrict the powers of the GST authorities to undertake verification or initiate proceedings subsequently where discrepancies, misrepresentation or non-compliance are identified.
7. Restriction on Number of Registrations
Rule 14A places restrictions on obtaining multiple registrations under the simplified registration mechanism.
A person is permitted to obtain only one registration under Rule 14A in a State or Union Territory on the same Permanent Account Number (PAN).
Accordingly, where a person has multiple places of business within the same State or Union Territory, separate registrations under Rule 14A cannot be obtained on the same PAN beyond the limit prescribed under the Rules.
Multiple Registrations
Businesses having multiple registrations or multiple places of business should carefully examine their registration structure before opting for the simplified registration mechanism.
8. What Happens if the ₹2.5 Lakh Monthly Limit is Exceeded?
A taxpayer registered under Rule 14A is required to continuously monitor the output tax liability arising from supplies made to registered persons.
Where the monthly output tax liability exceeds the prescribed limit of ₹2.5 lakh, the taxpayer should withdraw from benefits of rule 14A in accordance with the procedure prescribed under the CGST Rules.
The taxpayer should not continue under the simplified registration mechanism contrary to the prescribed eligibility conditions.
Accordingly, businesses opting for registration under Rule 14A should establish a system for monthly monitoring of B2B output tax liability.
9. Withdrawal from Registration under Rule 14A
A registered person who has obtained registration under Rule 14A may subsequently seek withdrawal from the simplified registration mechanism.
Withdrawal is subject to the conditions and procedure prescribed under the CGST Rules.
The taxpayer is required to submit the Form GST REG-32 electronically and complete the applicable verification process.
The withdrawal mechanism enables a taxpayer to transition from registration under Rule 14A to the normal registration framework where the simplified mechanism is no longer suitable for the business.
10. Restriction on Withdrawal
A significant condition applicable to Rule 14A registration is that withdrawal from the simplified registration mechanism is subject to compliance with the prescribed return-filing requirements. One cannot withdraw before completing minimum one tax period under rule 14A.
Accordingly, a taxpayer should ensure that all required GST returns are furnished before applying for withdrawal from Rule 14A.
The restriction is intended to prevent taxpayers from entering and exiting the simplified registration mechanism without completing their GST compliance obligations.
